Stibbe advised the lenders, consisting of a mix of bank lenders and the EIB, in the largest PFI transaction in recent years, providing finance to BAAK Blankenburg-Verbinding B.V. (a consortium consisting of Ballast Nedam, DEME and Macquarie Capital) on reaching financial close in the A24 Blankenburg connection project.

The €1 billion A24 Blankenburg connection project is the largest DBFM/PPP project in recent years.

This project consists of the design, construction and financing of the A24 Blankenburg connection, including a management and maintenance agreement for a period of 20 years once the Blankenburg connection is available. The Blankenburg connection is a key infrastructure project in the Netherlands, improving the roads and accessibility around the Port of Rotterdam and the wider Rotterdam region.
