Nicolas Cariat is a member of our Brussels Public Law practice. He focuses on administrative law and public law in general.
Nicolas has significant experience regarding the award and the performance of public contracts (public procurement, concessions and PPPs) in the public sector, the utilities sector and the defence sector. He is also well-versed in other aspects of economic public law and has relevant expertise regarding subsidies and the European System of Accounts (ESA 2010).
He provides hands-on and strategic legal advice as well as transactional support to public authorities, state-owned corporations and corporates. He also represents them before civil courts, the Council of State and the Markets Court. In addition, he assists public authorities with the drafting of legislative and regulatory texts.
Nicolas holds a master’s degree in Law from the Université catholique de Louvain (2009) and a doctoral degree in European Union Law from that same university (2015), on the basis of which he has developed a special expertise in the interactions between EU law and national public law, including constraints imposed by EU law on legal orders and policies of the Member States, the application of EU law at national level and the invocation of EU law in domestic disputes.
He was a teaching assistant and researcher in EU law at the Université catholique de Louvain for several years (2009–2014). Over the past years, Nicolas has taught different EU law courses as a guest lecturer at the Université Saint-Louis – Bruxelles, the Université catholique de Louvain and the Université de Namur.
Nicolas authored numerous publications on EU law with a strong focus on litigation aspects and its relevance for disputes before the Belgian courts. He also often speaks at conferences on these subject matters.
Nicolas joined the Brussels office of Stibbe in 2014.
