She obtained a Master of Laws (cum laude) from Utrecht University, where she completed a two-year research master programme. In January 2023, she obtained a PhD on data protection during insolvency proceedings from the Radboud University Nijmegen.

Minke regularly publishes in Dutch and international law journals on data protection, privacy and new technologies. She is also one of the authors of the annual chronicle on the administrative law aspects of the GDPR, published in the Nederlands Tijdschrift voor Bestuursrecht (Dutch Administrative Law Journal).

Minke is a member of the Dutch Association of Information Technology and Law (Nederlandse Vereniging voor Informatietechnologie en Recht (NVvIR)) and the Vereniging Privacyrecht (VPR).
