Tom focuses on European and Belgian competition law as well as public international law. He combines extensive academic expertise with practical skills, allowing him to deliver pragmatic and effective advice to clients.
Tom focuses on European and Belgian competition law as well as public international law. He combines extensive academic expertise with practical skills, allowing him to deliver pragmatic and effective advice to clients.
As a top specialist, Tom advises and represents clients in the full spectrum of EU and Belgian competition law, more particularly in matters concerning complex merger control, cartels and state aid. He is also an expert on public international law, including treaty law, state responsibility for breaches of international law, immunity law and the interaction between national and international law. In addition, he advises clients on public procurement procedures of European institutions.
Tom is the author of various publications on his areas of expertise and a regular guest speaker at seminars and conferences. In addition, he is a full-time professor in international law at Ghent University.
Tom graduated in Law from Ghent University. He also obtained a bachelor’s degree in political science from Ghent University, a Master of Laws (LL.M.) in Public Law from the University of Nottingham, and a master’s degree in Conflict and Sustainable Peace Studies from KU Leuven. He also holds a doctoral degree from KU Leuven and was awarded the Lieber Prize and the Francis Deák Prize by the American Society of International Law.
Tom joined the Brussels office of Stibbe in 2009.
