France mostly focuses on urban (re)development projects that require combined expertise in real estate, planning law and public procurement. She mainly focuses on projects in the Brussels Capital and Walloon Region. France also has expertise in matters regarding zoning and planning, environmental law, public procurement, PPP, public contracts, and expropriation. She is also highly active in real estate transactions and construction law in general and has extensive experience in editing laws and decrees in the fields of planning and environmental law. In addition, France has built up a strong expertise in contentious proceedings before the Council of State, the Constitutional Court and other national courts at all levels.
France is one of a few lawyers in Belgium who combines and applies her knowledge of real estate law, public law and planning law in her day-to-day legal practice, which makes her particularly qualified for multidisciplinary projects. Her clients include public entities at all levels, real estate developers and investors, construction companies, architectural firms, hoteliers, retailers, parking companies, etc.
France is the author of various publications on her areas of expertise. She graduated in Law at the Université libre de Bruxelles and obtained a master’s degree in Economic Law from that same university. She also holds a certificate of professional training at the Bar of Cassation and holds the title of Professor at the Université libre de Bruxelles where she taught for many years.
France joined the Brussels office of Stibbe in 1972.
