On 22 januari 2019, Stibbe organizes with Die Keure a conference on Smart Cities and the many legal challenges they pose, with topics such as blockchain, GDPR, innovative urban development, energy supply, innovative public procurement and self-driving cars.

Belgian cities and municipalities are increasingly feeling the impact and possibilities of global challenges such as mobility, digitization, climate, scarcity of raw materials and energy, etc. As "Smart Cities" they can use all kinds of new technologies and huge collections of data in order to to make life easier for citizens, while optimizing the processes and services within the city. In addition to the numerous possibilities offered by Smart Cities, a large number of legal questions arise, for which an approach is still lacking for the time being. During this seminar we want to address some of these legal issues and discuss possible solutions.

Stibbe lawyers Erik Valgaeren and Carolien Michielsen talk about (i) open data, data collection and data processing by public and private entities and (ii) propose a case study on the liability rules for self-driving cars.

Guan Schaiko and Cedric Degreef discuss the potential of the existing planning tools for smart cities.

Short Reads - Zoals bekend heeft de Afdeling op 29 mei 2019 (Amsterdamse dakopbouw,) de eisen voor een geslaagd beroep op het vertrouwensbeginsel versoepeld. Het perspectief van de burger staat sindsdien centraler. Dat plaatst overheden voor een nieuw probleem: hoe te handelen als een bindende toezegging is gedaan die niet (meer) nagekomen kan of mag worden? Daarover heeft de Afdeling nauwelijks iets gezegd.

Follow-up Seminar: noise and the environmental plan

Seminar - Stibbe is organising a follow-up seminar on the subject of noise and environmental plan, to be held on 1 October 2019 in Amsterdam. The environmental plan will act as the central instrument in the Environmental Act, regulating use and development of the physical environment, distributing available environmental space, directing environmentally harmful activities and regulating cost recovery in the case of spatial developments.
