They are an inevitable part of liberalized energy markets. Grid operators may no longer discriminate when granting access to their grids. They must, however, charge grid tariffs, so they can carry out the operation and maintenance of the grids and invest in the development of these grids. To prevent the grid tariffs from becoming excessive and to further stimulate market liberalization, the grid tariffs are regulated by the energy regulators.

Within Belgium, in other Member States, and on EU level, grid tariffs are being discussed. Here in Belgium there is most notably the regionalisation of the distribution grid tariffs. However, new tariff methodologies for transmission grid tariffs are also being drafted, and issues arise with regard to closed distribution grids. More broadly on EU level, cases are testing how to reconcile grid tariffs with state aid rules. One case even raises the question whether there may be alternatives to finance grid operation. With regard to gas, harmonised transmission tariff structures are being discussed at EU level.
