Tom Barkhuysen specialises in general administrative law, environmental, planning, housing, licensing, regulatory and governmental liability issues. He acts for a wide range of companies, developers and public bodies (e.g. municipalities, provinces), representing them before the Dutch and European courts and in negotiations with government agencies and other public authorities. He also holds a part time professorship in constitutional and administrative law at Leiden University.

Tom publishes and teaches frequently on several administrative law issues. He also annotates case law in, amongst others, the Kluwer Case Law Series on Administrative Law (Administratiefrechtelijke Beslissingen).
